Arthur County Mugshot Overview
Arthur County does not publish its own jail roster, booking gallery, sheriff app, or daily booking-photo report. The official jail service point for Arthur County detainees is Keith County Jail in Ogallala, because that facility states that it serves Keith, Perkins, and Arthur Counties. The jail's official page links to the Keith County Current Inmate Roster, hosted by JDS Inc. That roster is the only official online source found during research that displays a public photo field for people held in the jail serving Arthur County.
The roster should be read as a current custody tool. It is not an archive of all Arthur County arrests, and it is not proof that every booking photo remains online after release. The official Arthur County Sheriff page names Sheriff Calvin Turner and gives local contact information, but it does not post mugshots, a warrant list, or a jail division page. For that reason, a booking-photo search must start with current custody and then branch to the correct records custodian.
Where Arthur Booking Photos Appear
The Keith County JDS roster includes a Photo column beside current inmate entries. It also lists names, charges, bail or disposition fields, SID numbers, book dates, arresting agencies, and release-date fields. A visible run date and time appears on the roster, which is important because the page is a current listing rather than a searchable history. No login, fee, export control, or advanced search form was observed.
The official current roster screenshot from the manifest shows the source that fits this mugshot page. Use the image as a field reference, not as a promise that each entry will have a visible photo.
The same roster can include people booked by Keith County, Perkins County, Ogallala Police, Nebraska State Patrol, and other agencies. An Arthur County search should therefore use the name, arresting agency, charges, and booking date together, rather than treating the roster total as an Arthur-only jail population.
- Open the Keith County Jail page and follow its Current Inmate Roster link, or open the JDS roster directly.
- Check the run date and time before relying on the listing. That is the visible update marker.
- Scan the male, female, and other sections. The roster has no built-in search box, so browser find is the fastest name check.
- Review the Photo column, JailId, SID number, book date, charges, bail fields, and arresting agency before assuming the entry is the right person.
- If the person is absent or the photo is missing, call Keith County Jail and then use the records-request route that matches the agency record.
Arthur County Roster Fields
A booking photo is only one part of the public roster entry. The field set matters because it helps separate a current jail entry from a court record, a state prison record, or a federal locator result. The research capture did not confirm photo angle, side-view images, or whether every listed person has a photo. It confirmed that the roster has a Photo column and that the surrounding record fields can help identify the booking.
| Field | What It Shows |
|---|---|
| Photo | Public roster photo column. The capture does not prove that every entry has an image or that prior photos remain online. |
| JailId | Numeric local jail identifier used by the Keith County roster. |
| Name | Roster name, generally shown surname first with given name or initials. |
| Charges | Plain-language booking or hold descriptions. These may differ from later prosecutor-filed court charges. |
| Current Disposition and Bail | Disposition or money fields tied to charge rows and total bail, when shown. |
| SID# | Nebraska state identification number when populated. |
| Book Date | Date the person was booked into the jail system. |
| Arresting Agency | Agency linked to the booking, useful when sorting Arthur, Keith, Perkins, Ogallala, or State Patrol matters. |
| Release Date | Field is present, but it may be blank for current custody entries. |
Some facts are not visible in the public roster capture. Housing pod, full date of birth, medical or classification notes, warrant number, court judge, and detailed court filings were not shown. A person may have a public custody entry without the public page showing every jail record kept by the custodian.
Arthur County Mugshot Law
Nebraska law treats public access as the starting point, but not every record or detail is automatically released online. Neb. Rev. Stat. 84-712 gives access to public records unless another statute says otherwise. That supports requests for jail records held by a lawful custodian. At the same time, Neb. Rev. Stat. 84-712.05 lists exemptions that can affect medical, security-sensitive, law-enforcement, juvenile, or protected personal information inside a jail file.
Key Statutes:
Neb. Rev. Stat. 84-712 supports public inspection and copying of public records unless a specific law limits release.
Neb. Rev. Stat. 84-712.05 lists categories that may be withheld, including sensitive security, medical, and law-enforcement material.
Neb. Rev. Stat. 47-106 requires a jail register with core custody facts such as name, commitment cause, and discharge information.
Neb. Rev. Stat. 29-3523 removes certain criminal history information from public dissemination after qualifying outcomes, orders, or errors.
Request Arthur Booking Photos
Use the custodian that created or holds the record. For Arthur County sheriff-created arrest records, start with Sheriff Calvin Turner at sheriff@arthurcountyne.gov or 308-785-7911. For jail booking records, booking photos, custody status, bond, or roster information generated by the housing jail, start with Keith County Jail at jail@keithcountyne.gov or (308) 284-4772. No Arthur or Keith downloadable public-records request form for mugshots was found in the official pages reviewed.
A clear request should name the person, the approximate booking date, the arresting agency if known, and the record sought, such as a booking photo tied to a specific jail booking. If the request is really about formal court charges, filed documents, or case outcomes, use the Nebraska Judicial Branch path instead of the jail. The Nebraska case information page explains JUSTICE trial court records, and the one-time JUSTICE search provides paid party-name searches.
What is and is not public: The public can see current roster fields and any photo displayed with a live entry. Historical photos, redacted details, sealed material, medical or security notes, and court-filed documents may require a separate request or a different official system.
Arthur Mugshot Retention Limits
The research did not find a published Keith County rule for how long a booking photo remains on the JDS roster after release. It also did not confirm a historical booking-photo archive, a daily booking gallery, or an old mugshot search. The safest reading is narrow: the roster shows current entries, and the Photo column is part of that current roster. Once a person is released, transferred, or no longer listed, the public online route may no longer show the image.
That gap matters for older Arthur County booking-photo requests. A missing roster entry does not prove the person was never booked, and it does not prove that a photo cannot be requested. It may mean the person has been released, moved to Nebraska Department of Correctional Services custody, held federally, placed in immigration custody, or tied to a case that is now handled through court records. The records custodian can confirm what exists and what can be released.
Mugshot Removal and Sealing
Nebraska's public record rules do not make every old booking detail permanently public. Under Neb. Rev. Stat. 29-3523, certain criminal history information is removed from public record after outcomes such as no charges filed, diversion with no charges, dismissal, acquittal, deferred judgment, problem-solving court completion, qualifying set-aside, pardon, or an expungement tied to law-enforcement error. The exact remedy depends on the case result and the type of record.
Requests to remove or restrict a booking photo should be based on the official court or criminal-history process, not on third-party mugshot publishing. Start with the court record when the issue is dismissal, acquittal, sealing, expungement, or a court order. For the custody image itself, contact the agency that controls the booking record. Court records after a jail arrest are a separate track from the current jail roster, so the court outcome may need to be shown to the records custodian before a public entry changes.
Federal and ICE Photos
Federal and immigration systems do not replace the Keith County roster for Arthur County pretrial jail custody. The Federal Bureau of Prisons inmate locator covers federal inmates from 1982 to present and returns identity and custody fields such as name, register number, age, race, sex, release date, and location. It is not a public mugshot gallery. The U.S. Marshals Service may handle federal custody and transport before BOP designation, but no Arthur County federal booking-photo roster was found.
The ICE Online Detainee Locator System is also a locator, not a mugshot site. Official ICE and USA.gov instructions describe searches by A-number or by name, country of birth, and birth date. A person missing from the Keith County roster may need to be checked through BOP or ICE when federal or immigration custody is a real possibility, but those systems should not be used to look for Arthur County jail mugshots.
Note: For a current Arthur County booking photo, start with the Keith roster and then call the jail before assuming a federal transfer.
